Back when blocklistd was called blacklistd, it used a file /var/db/blacklistd.db by default.  That was renamed to /var/db/blocklistd.db when blacklistd was renamed to blocklistd.  postinstall(8) is supposed to migrate from one path to the other, but it appears to migrate /var/db/blacklist.db, not /var/db/blacklistd.db.
