It's not clear to me from the long discussion if this was resolved, or
if it is right to pull up a change, but a change was pulled up to
netbsd-9 and any changes citing this PR have been included in
netbsd-10, so I think this need not be in needs-pullups state any more.

If there's more to pull up, can someone submit a pullup request?  If
this is resolved, can someone who followed the discussion close it?
