Re: misc/58402: Hotplugging is on, devices using drivers 'kbd', 'mouse' or 'vmmouse' will be disabled - no national characters. The system does not read keyboard and mouse settings from the xorg.conf file.

 Yes, that's how modern Xorg behaves and the Freedesktop people (Xorg upstream)
 don't consider it a bug.
 
 Instead you are supposed to run a desktop environment (aka GNOME) where
 you configure such things at run-time.
 
 Disabling Hotplug ("AutoAddDevices"), as you wrote, restores the previous
 behaviour.
