 Because file "distrib/amd64/cdroms/installcd/Makefile" has:
 
 	CDRELEASE_NOCOMPAT=3Dtrue
 
 For an install with compat/debug sets there is =
 "NetBSD-10.99.11-amd64-dvd.iso".
