This call to workqueue_enqueue is no more.  Do you still see the panic?

For posterity, this might have been fixed (before the aiodoned workqueue
was ripped out altogether) in this commit, which never got pulled up to
netbsd-8 -- or netbsd-9, so maybe it should be pulled up there:
