says (lines 234 through 236)
Except for the pkgsrc set, which is traditionally unpacked
into /usr/pkgsrc, all sets may be unpacked into /usr/src
with the command:
As far as I can tell, there is no pkgsrc set in the
distribution. The NetBSD-10.0_RC6/source/sets/ directory on
ftp.n.o doesn't have one, at the very least.

Read the VAX INSTALL.more. (Since I suspect they're built from
a common source, I haven't bothered checking other forms of it
or other arches' INSTALL.* files; I suspect this is common to
them all.) Notice the reference to a pkgsrc set. Notice it
isn't in the preceding list of source sets. Look for it
alongside the other source sets. Fail. If you're a naïve
user, likely get confused.

I'm not sure, since I don't use pkgsrc myself. Guessing based
on other references to it in INSTALL.more, I'd suggest
replacing the above with something more like
Except for pkgsrc, which is not strictly one of the
distribution sets and, when installed, is installed
differently (see below), all the sets....
