 Turns out the problem is that I didn't have an IP address when I
 booted (something about iwm and wpa_supplicant is going wrong), and
 chrooted ntpd can't do dynamic interface tracking -- which means in
 this scenario it will never even try to talk to the network at all.
 
 We should find some way for ntpd to work chrooted out of the box (and
 then make that the default if you set ntpd=YES in rc.conf) without
 requiring the user to wire things up to ifwatchd(8) or something.
