There appears to be a great deal of variability in the amount of time
it takes to complete the install - it sometimes completes in less than
an hour, and sometimes does not complete within the current 3-hour
timeout. This issue predates the present PR and its related commits.

Not easily as the timeout is currently hardcoded in anita. I will
put it on the list of things to address in the next anita release.
In any case, installing the version immediately after your latest
sysinst commits did succeed, and is currently running the tests:
