The current behaviour is by design, to match www.netbsd.org.

I casually kept an eye on the incoming requests after undoing
forced redirect to HTTPS, and I found that more requests come in
over HTTP than HTTPS.

You can avoid the browser warning by bookmarking and using the
https://man.netbsd.org/ address. When updating links on external
sites I typically use HTTPS. When updating links from NetBSD
sites, I typically leave the scheme out of the address to
preserve HTTP/HTTPS based on what the user is already using.
