 I found the cause of the problem.
 
 I use RPI4_UEFI_Firmware's start4.elf, fixup4.dat (without RPI_EFI.fd).
 When I use netbsd's one or one at rasberrypi/firmware at github,
 https://github.com/raspberrypi/firmware/tree/stable/boot
 
 the problem did not occurred.
