So I decided to try my hand at using sysupgrade and can confirm that it must be an issue with the version of tar thats included in the installer. Sysupgrade worked successfully although incredibly slowly (64megs of ram will do that) which proves there's no issue with my machine or the binaries on the server. My 8.2 system is now a (oddly) much faster 9.0 system. If there are any data points needed to help with this I'd be glad to assist, although I'm relatively new to NetBSD.
