NetBSD/amd64 9.99.61 on HP Spectre x360 13-inch ae019TU has strange behavior
about second XHCI controller, xhci1.
(1) xhci1 is detected only when USB hub/device is connected to
the machine's USB Type-C port.

(2) The detection of xhci1 creates root hubs, uhub2 and uhub3
and they causes device errors.

(3) xhci1 can detect non-USB 3.0 device only. So, if I connect USB 3.0
dock to the machine's USB Type-C port, only USB 2.0 hub is detected.
USB 3.0 hub and its ure(4) device are not detected.
