 Something is wrong with your installation then. What does
 
 	ls -l /usr/share/zoneinfo/Europe/Paris
 
 show? It should be like this:
 
 -r--r--r--  1 root  wheel  1105 Nov  8 13:41 usr/share/zoneinfo/Europe/Paris
 
 Also ask file about it:
 
 	file /usr/share/zoneinfo/Europe/Paris
 
 and it should say:
 
 timezone data, version 2, no gmt time flags, no std time flags, no leap seconds, no transition times, 1 abbreviation char
