Turns out the BIOS has more Processor Settings than fit on the
screen, and scrolling down past the end reveals some additional
settings including one called "X2Apic Mode". After changing that
from "Enabled" to "Disabled", NetBSD-current boots with working
USB and SATA! Thanks to Manuel for the clue.
So there is now a work-around, but I'm leaving the PR open as the
X2Apic mode is still broken.
