No, not a stupid question, I wasn't aware of the need to use
critical_filesystems_local.

It does work, provided the ZFS partition mountpoint is legacy, and
critical_filesystems_local is set to /usr
It doesn't work if automatic ZFS mounting is used, even if
critical_filesystems_local=OPTIONAL:/usr is set

Also, I'd note that the fstab(5) man page included with 9.0RC2 does
not include 'zfs' as one of the possible fs_vfstype arguments. It is
included in the man page on netbsd.org

Thanks for the help, it now works and virtual terminals happily switch again.
