It's not the ipsec test specifically that times out.
On Xen runs:
http://www-soc.lip6.fr/~bouyer/NetBSD-tests/xen/HEAD/

It times out at various points, including
lib/libc/net/t_hostent
which AFAIK doens't use rump.

I think it's just that overall the tests runs slower (maybe only the
rump ones, that would have to be checked) and anita ends up timing out
