usermgmt.conf and default password

usermgmt.conf(5) says, there is a password entry in the config file.

Setting it using pwhash(1)  and vi as using useradd -D -p... is not an 
option.

But adding a user with
  useradd -F -m testuser

does not give him a the password. Is this a bug in documentation or in 
useradd?
