Synopsis: /bin/sh strips too many characters with %% modifier

State-Changed-When: Sat, 01 Dec 2018 06:47:28 +0000
State-Changed-Why:
Having it fixed in HEAD is good enough for me.

I stumbled upon this because I had added a regression
test for sh into pkgsrc/regress/tools on 2006-11-09.
I'm not sure whether this bug existed back then.

Thank you for the quick and detailed response.
