 I think so - as far as I'm concerned the main purpose of checking this
 is just to allow the PR to be closed (or rather, switched to the
 pending-pullups state).  I have not heard anything from releng to
 suggest that the outcome could affect their stance regarding the
 pullup request (Martin please correct me if I'm wrong).
