I was compiling a file on NetBSD where I needed to #define _KERNEL, but it requires sys/timevar.h to be present, but it isn't present anywhere on installed systems. Although, it is present in src/sys/sys.

Try compiling a C file with the following content:

#include <sys/time.h>
int main(){
    return 0;
}
