carp's virtual addresses are marked DETACHED when its interface becomes down
as well as normal addresses. However the DETACHED flag isn't cleared on
ifconfig carp0 up (or on migrating to the MASTER state).
>How-To-Repeat:
Setup carp0 and do ifconfig carp0 down and up.

- ifconfig carp0 create
- ifconfig carp0 vhid 1 pass password carpdev wm0 advskew 99 192.168.0.254 255.255.255.0
- ifconfig carp0 down
- ifconfig carp0 up
