Roy,
I took packet captures on the server (10.169.0.1) of a successful
network install (source date 2016.09.16.10.54.45) and an unsuccessful
one (sorce date 2016.11.22.12.04.35). Maybe you can glean some
useful information from them.
Here are extracts showing the last couple of packets of the TFTP boot
followed by the DAD, ping test, and first couple of packets of the HTTP
set download (if present). The successful one looks like this:
