I think the conclusion is that trying to automate this isn't going to work.
I committed a manxref tool to othersrc if anyone wants to use it to prepare
lists of potentially missing references and review them; also any specific
suggestions can of course be handled. (The ones cited in the original
report are all fixed now.)
