if this is the normal desired state, would it be better to have it as
a default in /etc/defaults/rc.conf as well?

also, i wonder if sysinst should use this value, and adjust it, rather
than rebuild it from scratch... (harder, since this means parsing shell,
but we can also declare that defaults/rc.conf should only be the very
minimal shell language of foo=bar.)
