Looking at the results of past ATF test runs, the "relative" test case
of the lib/libutil/t_parsedate test has been failing in some, but not
all of the runs.  The failures do not appear to be random; they
exhibit a pattern where many tests in a row will pass, followed by
many tests that fail.  For example, here are the outcomes of the last
100 runs on babylon5.netbsd.org ordered by CVS source date; a dash "-"
means the test passed, and an "X" means it failed:

Since the test involves date processing, I conjecture that the
circumstance that determines whether the test will pass or fail is the
date on which it is run (which is not necessarily the same as the CVS
source date; this may account for the irregularity of the gaps in the
above data).
