 FYI I just encountered this same error when building an INSTALL kernel
 image on netbsd-5/amd64.
 
 The problem was resolved by re-instating the "no options
 MEMORY_DISK_DYNAMIC" line that I'd accidentally removed from the config.
 
 I.e. with MEMORY_DISK_DYNAMIC this error may(?) occur.
