While I agree with the above comments I still see that we have the
following copies of the OpenBSD strtonum.c:
	bioctl
	gpioctl
	sdiff
	openssh
	m4
	tmux
and 2 more uses:
	pflogd
	ftp-proxy

So, let me make a different proposal:

	put it in libutil, but make the prototype available
	only with _OPENBSD_SOURCE

Then we can merge the 6 copies in one place at least.
