Where does "dirmngr" come from? It is not a system supplied script.
There probably is a bug in that script.

That is expected - if you have added a custom (or pkgsrc supplied) script
it will have no proper default (/etc/defaults/rc.conf), so you need to
set it to YES or NO explicitly.
