I have an amd64 machine (a very cheap HP desktop), with an on-board
RealTek PCIe ethernet MAC chip, which was previously running a year-old
-current kernel of this vintage

without problem.  Attempting to run an up-to-date -current GENERIC
kernel instead results in the ethernet interface failing to receive
hardware interrupts; a stream of

    re0: watchdog timeout

messages is emitted and traffic is moved through the interface only
when the watchdog timeout expires.  This problem only occurs when the
new kernel is booted normally, with ACPI enabled.  If the new kernel
is instead booted with ACPI disabled from the boot menu the ethernet
interface works fine.

The apparent difference between the working and non-working cases is
the interrupt wiring the kernel finds for the ethernet interface.  With
the old kernel, and with the new kernel with ACPI disabled, the interface
configures like this:

If I'm understanding what the machine's BIOS thinks the configuration
is correctly I'm pretty sure that ioapic pin 17 agrees with how BIOS
thinks the hardware is being initialized before booting.  With a new
kernel with ACPI enabled, however, the interrupt configuration reported
by the kernel changes to pin 16

and hardware interrupts are no longer delivered to the driver.  Other
devices in the machine configure the same way independent of ACPI being
enabled.  I've included the boot messages from the new kernel built with
the MPVERBOSE and INTRDEBUG options added to the GENERIC configuration,
with and without ACPI enabled.

I'm hoping this is enough information here for someone else to go on as
the next step for me, if left to my own resources, would be a bisection
search of the year to find the change which caused this.
