        At least the following locale-related tests are broken:

        lib/libc/locale/t_io:bad_big5_wprintf
        lib/libc/locale/t_io:bad_eucJP_getwc

        These are failing in at least amd64, i386 and sparc.

        Keeping these failing out of control is not OK, so I'm filing this
        PR to mark the failures as expected.
