The PPS interface is needed for good timkeeping.
I think it needs:
options PPS_SYNC
It works fine the first time after the system is booted. If ntpd is
restarted, it stops working.
It worked as expected in 5.1.2
I can easily test any proposed fix.

/etc/rc.d/ntpd restart (on a system using PPS)
