I agree that this shouldn't be the case in a well formed manual page.
However there are too many manual pages like that in existence and
fixing all of them is IMHO furtile.
A good engineering pratice say "Be strict in what you send, but generous
in what you receive". We should make sure that our manual pages are
well structure but still accept those which are not.
