According to http://www.pool.ntp.org/en/vendors.html :
"Open Source projects are of course particularly welcome to use the pool in 
their default setup, but we ask that you get a vendor zone when using the pool 
as a default configuration."

And regarding vendor zones:
"You must absolutely not use the default pool.ntp.org zone names as the default 
configuration in your application or appliance."

The default /etc/ntp.conf points to {0,1,2}.pool.ntp.org which appears to be in 
violation of this policy.
>How-To-Repeat:
Install NetBSD.
cat /etc/ntp.conf
Look at the last 3 lines.
>Fix:
Apply for and be allocated a vendor zone from pool.ntp.org for NetBSD.
Change /etc/ntp.conf to point to the correct servers.
