 A GENERIC kernel built from HEAD as of 20 minutes ago produces:

 acpicpu0: T4: HLT, lat   1 us, pow     0 mW,  52 %
 acpicpu0: T5: HLT, lat   1 us, pow     0 mW,  40 %
 acpicpu0: T6: HLT, lat   1 us, pow     0 mW,  28 %
 acpicpu0: T7: HLT, lat   1 us, pow     0 mW,  16 %
 
 IIUC, speedstep frequencies should show up as P-states, and there are none.
 There are no machdep.est sysctl nodes either.
