In the source tree there is a left over ancient directory usr.sbin/tcpdump.
It contains old reachover code to src/dist/tcpdump (which does not exist
any more) and so is unbuildable. The new tcpdump is compiled directly in
src/external/bsd/tcpdump.

Is there any reason to keep this along?
