ifconfig carpN state xxxx fails and give useage message
ifconfig carpN pass passphrase does not set the passphrase correctly.

Note that ifconfig from the 4.01 distribution works correctly and is a 
workaround.
>How-To-Repeat:
Create a carp interface on 5.0.2 and be unable to set the password to agree 
with another system. Be unable to ifconfig the carp interface to a select state.
>Fix:
Workaround: Use the ifconfig binary from 4.0.1
