 Maybe I'm reading this wrong but in order for a node to accept the incoming 
RA, 
 all tests must be passed. One of the tests say "has a value of 255". Since 
 64!=255, that test fails so it "MUST silently discard" the RA.
 
 But I just tested this and on the IP header hop limit is 255 so the packet 
looks 
 correct. So isn't this a documentation bug after all...
