1. regular build descends to external and compat/external multiple times.
2. no easy way to intersperse critical libs that are located in external
   early in the build process.
3. Missing libraries from compat/external/lib/Makefile, really it should
   be the same as external/lib/Makefile and then again perhaps that should
   just be a Makefile.inc from lib or compat/lib
