I have validated the need for this to be implemented today.

Having plugged the modem in before boot, I were able to fully utilize
the modem, with decent latency and bandwidth, excellent stability
(enough to cvs checkout src/ using cvs-over-ssh)

Hotplugging with latest 5.99.10 kernel gave me crashes, filed as
 port-amd64/41174

Having this in 5.0/amd64 would be great. I am not sure there is still
time, but this modem sold extremely well in the last year in Brazil. Too
many people are using it, would be nice to have it well supported. Will
try to test on 5.0_RC3/amd64 as soon as I can.
