Sparc uses the rootfs-via-NFS aproach for sysinst installation, and the rootfs
tools seem to not be compiled with -DSMALL/libhack - so the "workaround" for
missing locale information in sysinst does not apply. This means: the sysinst
translations will not be able to display their non-ascii characters on sparc.

Minor other nit: dhcpclient seems to be missing from rootfs.
