A lot has changed since the days of 1.4.  The two standard
ways to install NetBSD on x86 are nowadays via CD-ROM/DVD and
PXE.  The requirement to boot from DOS is IMO irrelevant, but
it can be done using GRUB in the worst case.  Therefore I don't
think there's any intention to ever address this.
