 That would be very incomplete. The bootstrap uses parts in other pkgsrc 
 directories. One could argue that it would be nice to old download and 
 bootstrap just what is needed for pkg_install, but most use pkgsrc builds 
 too, so having entire pkgsrc tree is useful then.
