I don't know if FreeBSD mounts CDs by default with rock ridge extensions.
Can you verify that mounting the CD on NetBSD by just a simple
mount -r -t cd9660 /dev/cd0a /mnt
gives you a properly named /mnt/*/binary/sets/kern-GENERIC.gz ?
I just checked the 4.0 iso for sparc64 and sgimips, and on both it was
correct.
