(That's with a 4.0 userland...also tried a 4.0 stable kernel with same results 
on the SATA problem)

NetBSD only sees one SATA channel out of four. The BIOS sees the two hard 
drives plugged into two of the four hardware interfaces.

Further information that might be helpful:

  FreeBSD (7.0--live CD) sees both drives (the two drives plugged into two of 
the four SATA interfaces on the motherboard).

>How-To-Repeat:
Try to boot NetBSD with SATA drive(s) plugged into any of the last three 
interfaces on an Abit AN52 motherboard with nvidia nf520 single chip. NetBSD 
can only see a drive on the first interface.
