Yes, as requested by the prompt "Please remove disk 1, insert disk 2,
 and press return...".

I tried this on a physical machine and was able to boot successfully
 using the following procedure:

    Boot from boot1.fs

At the "Please remove disk 1, insert disk 2, and press return..."
    prompt, do as requested

When the boot prompt appears, immediately press a key to stop
    the countdown

Remove boot2.fs and reinsert boot1.fs (without having been prompted
    to do so)

Type "boot fd0a:netbsd" at the boot prompt

The kernel starts loading. Halfway through the load, there
is another "Please remove disk 1, insert disk 2, and press return..."
    prompt; do as requested

This is of course only a workaround; the fact remains that if you
follow the documented install procedure and the prompts shown during
the boot process to the letter, the boot fails.

Adding a prompt to reinsert disk 1 before the boot prompt would be a
possible fix, but not a very good one since it would mean the user
has to perform a total of four floppy insertions instead of two.
