 This issue is not limited to qemu installs.  I just tried booting the
 -current installation floppies on a physical machine, and it fails in
 the same way as under qemu.
 
 To reproduce, insert a blank floppy disk and write a -current boot1 floppy:
 
   ftp http://ftp.netbsd.org/pub/NetBSD-daily/HEAD/200712080002Z/i386/installation/floppy/boot1.fs
   dd if=boot1.fs of=/dev/rfd0b bs=18k
 
 Then insert a second blank floppy and create the boot2 floppy:
 
   ftp http://ftp.netbsd.org/pub/NetBSD-daily/HEAD/200712080002Z/i386/installation/floppy/boot2.fs
   dd if=boot2.fs of=/dev/rfd0b bs=18k
 
 Finally, attempt to boot a PC from these floppies.
