This is the expected behaviour. -D is dummy mode, which means that all
system calls and the "qname" is replaced with nops (see qop_add_if() in
usr.sbin/altq/libaltq/qop.c). Hence it will fail because qname equals "nop".
I don't really see how this flag could be useful, especially from user
point of view, so I think I'll just remove it unless anyone objects.
