 Wrong.
 distrib/cdrom/Makefile can also create any single-architecture image.

 What is "local modification" you mean?
 
 Anyway, you should share Makefiles which make image bootable
 between src/etc and src/distrib/cdrom if you want to keep
 iso target in src/etc.
