Synopsis: ntpdate stuck in the 1930's

With conversion to the new TODR code there are sanity checks that will
not allow the time to be set to 1901 or 1930 at boot. So while the original
problem might not have been solved, it should be impossible to show up
again in -current.
Is it OK to close this PR?
