Synopsis: raidctl -i is being excessively slow

State-Changed-Why:
RAIDframe has changed a great deal since NetBSD 1.4. I've also seen
'raidctl -i' build things at near the raw speed of the disks, and
have yet to see it build slower on any RAID set that didn't have
a disk that was about to die.. (and the slowdown was being caused by
silent retries...)
